Business phone service / Berlin, Germany
Business phone service for Berlin startups and scale-ups with teams across the EU.
Berlin startups and scale-ups often have staff in several EU countries from their first year, with a team in Mitte or Kreuzberg and colleagues in Lisbon or Warsaw. Phones have to work for all of them, with local numbers only where the rules allow. Texwan sets up hosted phone systems remotely and ships CE-marked phones ready to plug in.
German numbers are added where available and where the Bundesnetzagentur’s rules allow, and existing numbers are ported where they can be. We work remotely and do not claim a German office.

01 / Threat Briefing
Threat Briefing
The Bundesnetzagentur’s rules for geographic numbers require a local link, such as a network connection or business seat in the area, and providers may ask for proof. A Berlin 030 number therefore depends on having a Berlin presence. (BNetzA)
The European Electronic Communications Code requires free access to 112 with caller location, and gives subscribers the right to keep their numbers when switching provider. (EECC)
02 / Risk and Compliance Matrix
Risk and Compliance Matrix
| Risk | Control or compliance mapping | Business impact |
|---|---|---|
| Ordering 030 numbers without a Berlin presence | BNetzA geographic number rules (BNetzA) | Numbers that cannot be assigned or may be withdrawn |
| North American DECT handsets shipped to Germany | Radio Equipment Directive (EU); ETSI DECT (ETSI) | Cordless phones on the wrong band |
| Emergency calls untested from softphones | EECC 112 access (EU) | A user cannot reach help with location |

Legacy and odd setups
Old phone systems in Berlin? We can work with them.
German offices often have older Siemens, Auerswald or Avaya systems, some still on ISDN-era setups. We can keep them on SIP through a gateway while users move to hosted service.
Country notes
Phone rules and practicalities in Germany
| Topic | What to know |
|---|---|
| Emergency calls | 112 is free across the EU, with caller location passed to emergency services under the European Electronic Communications Code. (EECC; European Commission) |
| Local numbers | The Bundesnetzagentur’s rules require a local link for a geographic number such as Berlin 030, for example a network connection or business seat in that area, and providers may ask for proof. (BNetzA) We confirm what a provider needs before quoting. |
| Keeping your numbers | EU rules give subscribers the right to keep their numbers when changing provider. (EECC) Geographic numbers stay tied to their area. |
| Hardware | CE marking is required, and DECT and Wi-Fi phones fall under the Radio Equipment Directive. (European Commission) DECT handsets are ordered in the European band. (ETSI) |
| Power and plugs | German mains is 230 V with Type F plugs. Power over Ethernet phones avoid the plug question. |
| Shipping | Hardware ships from the United States. Import duties, taxes and customs fees may apply on arrival and depend on the shipping terms we agree in the quote. |
This is general information, not legal advice. Rules change, so we confirm current requirements for your setup before quoting.
How it works
Remote setup, phones shipped ready to use
- Review. Send us your current bill or a list of numbers, users and sites. We map extensions, call flows and anything unusual.
- Build. We build the system for your country’s dial plan and emergency numbers and program each phone (Yealink, Yeastar, Grandstream or Sangoma), choosing models that suit local power, plugs and radio rules.
- Ship. Phones ship from the US pre-configured and labeled. Import duties, taxes and customs clearance depend on the destination and the shipping terms, which we agree in the quote.
- Port and support. Existing numbers are ported only where the country’s rules and the carriers allow, on a date you approve. Support is remote, with every request answered within one business day.
